Lagging cursor and typing

I am trying to find some answers, but mostly right now I am trying to figure out where its OK to ask my question. I have a Sony VAIO laptop, about a year old. running Windows 8.1 (I don't really mind it) I have Chrome installed as well. It seems something is interfering but how do I go about finding out what? The cursor keeps zigging when I am trying to zag and now sometimes when I type I will have 4 words typed before they show up in the screen. I had a wireless mouse, I tried moving my cell phone away, my cordless phone away. I am using a CORDED mouse now, no difference. I have a cooler fan under my laptop, I turned it off..I had a USB port extension, I took it off, no difference. I have unplugged it, plugged it back in..I have tried cleaning it, I have shut down programs running in the background...nothing. Last night I was Googling the problem, yet once again, I saw a blip where the guy said do not use a colored mouse pad, it sometimes picks up on colors and wont run right, I have had one with the girls photos on it for a long time. I flipped it over, of course its rubbery on the back, but it did quit for a while, so I was convinced that was it. I need to buy a new one but in the mean time I found a black book that is slick and now I am back to square one.....I have not tried turning off my virus software, because it won't allow me too...I am sort of pretty sure I had this on my other computer...so it must be a program. Anyone have any ideas???? So frustrating, each time I grab for the mouse I have to wait for it to quit jerking around before I can use it. I do really appreciate anyones time that can help me.
