[IE] IE 10 Setup Popup Window keeps appearing

I am running Win7 and just installed IE 10 and the Setup IE 10 popup window keeps appearing all the time despite selecting use Recommended settings or Do not use Recommended settings. I pressed OK. I cleared all my cache files and etc., still appears every time I start launching IE 10.
