Hello and thanks for taking the time to read and hopefully help me isolate this problem.
First, I was a tech for TWC for 7 years so I know the basics.
I chose to do a re-install of windows 7 because I felt it was time.
I created a USB boot disk and installed a fresh copy.
Afterwords, I deleted the 'windows-old' folder- I really needed the space. I wiped the free space on the drive using CCleaner and also defragged the hell out of it because it needed to be. I used defraggler.
I am fully windows updated. I have since deleted AVAST since noticing this problem. Everything is working alright, well almost.
FIOS-quantum 50/25(?) which I tested on the PC running XP to my right as well as on my laptop running windows 7. I also switched cat 5e cables to rule this out. Unfortunately I do not have a spare NIC hanging around to test but the coincidence and timing of this problem is so peculiar that I can't relate it to being hardware.
I noticed it while Torrenting yesterday.
I started to run speed tests and my upload is normal at about 39Mbps but my downloads are at 3-5-7 and as high as 9Mbps when again, the PC to my right gets 50+Mbps, consistently.

If I didn't torrent I wouldn't even notice the problem existed, surfing is fine.
I installed the original MB disc drivers first.
I then went to ASUS and got newer drivers.
Still no good, so I went to Realtek website and downloaded the drivers there.
same.
So I went backwards with the drivers, older ones, but still the same problem.
I've switched ports on the FIOS router/modem.
I'm at a loss. I figure there is a corrupt something somewhere but don't know where to start when it comes to network and software.
Registry?
Tracerts are good 1ms. Please help.
Let me know if any other info is needed.
