VPN and user cache

I'm having an issue I need to prevent in the future. A remote user changed their password, It got changed locally, but not on the DC. I then reset it on the DC, but that didn't change it on the laptop. Now there is a mismatch between local log in, and domain resources, even the user's mapped data folder. I thought if I connect to the VPN first from the logon screen it might update, but it does not. The VPN connects, but then it says wrong username or password. In desperation, I changed a registry setting to make it keep 0 cached credentials. Now we are locked out all together. From the logon screen you can connect the VPN, but then it says no logon servers are available. They'll have to mail it to me now to fix it. I can still remote in with gotoassist, but I can't log on. The DC is Server 2003 it also handles the L2TP VPN, the remote laptop is Windows 8. I need remote users to be able to change their passwords, and I need to be able reset their passwords on the server, and have it propagate over VPN. -- I'm with the Central Government.
