I received some replies and I wanted to say thank you for those (topic was closed for inactivity). It was suggested I follow the formal steps for receiving malware assistance but since I am a paying customer of Malwarebytes I went over there and initiated the formal investigation. The steps I went through there were no doubt the same as I would have gone through here.

Bottom line is that there is no malware infection though I am undoubtedly better off for the process I went through. I am, however, left with this odd problem. After a fresh boot my Internet connection speed is down by about 90% (2 down/2 up rather than 28/5). Hardware problems and malware problems are ruled out at this time. I found a simple workaround: Go to Device Manager, turn off (Disable) my network adapter, then turn it back on (Enable). Voila, problem gone, speed back up to 28/5. After my next boot it is back and I can fix it again as described. And yes, I completely uninstalled the Intel software and drivers and then installed the newest version; no help there.
Since I found this does not happen if I log on to my Guest user account it looks like the source is somehow contained in my personal user account. A Microsoft helper suggested the obvious solution that I simply create a new user account for myself and see if the problem isn't gone and I'm sure to try that.
But, I would still love to figure out what the problem could be. It seems my only hope now is that somebody will recognize the symptoms and come up with the fix. So far Webroot, Malwarebytes, Asus, Microsoft (so far) and Intel have all come up empty. I am just trying to get as many eyeballs as possible on the issue to see if I get lucky. Thanks again.
