USB new device failed but I didn't attach new device?

Last night we had a big thunderstorm with lightning very close by so I shut down both computers. I restarted the Windows 8 computer several hours later. The XP Pro computer I did not restart until a few minutes ago. Usually both run 24/7. So, when I tried to start the XP computer I had a problem with the monitor not coming on and while I was fiddling with that, I see a systray message popup on my Windows 8 computer's monitor saying a USB device recently connected malfunctioned and Windows doesn't know what it is. I couldn't close the message and it was sort of strange as it kept fading in and out. I checked Device Manager on the Windows 8 computer and no yellow exclamation points on any USB connections. I kept trying to close the popup and couldn't as it would close for a moment and then the popup would appear again. I HAD NOT STARTED ANY NEW USB DEVICES. Finally, AFTER I got the monitor connected to the XP Pro computer working and got that computer booted then the popup on the Windows 8 computer disappeared on its own! Event Viewer says: Log Name: Microsoft-Windows-DeviceSetupManager/Admin Source: Microsoft-Windows-DeviceSetupManager Date: 7/14/2014 2:42:03 PM Event ID: 121 Task Category: None Level: Error Keywords: User: SYSTEM Computer: Smokey Description: Driver install failed, result=0x80070422 for devnode 'USB\VID_0000&PID_0002\6&1963CC31&0&5' Event Xml: 121 0 2 0 0 0x4000000000000000 5536 Microsoft-Windows-DeviceSetupManager/Admin Smokey USB\VID_0000&PID_0002\6&1963CC31&0&5 2147943458 So, what was that all about? I think PID-0002 is in reference to Bluetooth which is disabled as I have no Bluetooth devices. I suppose it was just co-incidence that this popup happened at the same time I was trying to boot my XP Pro computer? Why wouldn't the popup go away when I kept closing it? -- When governments fear people, there is liberty. When the people fear the government, there is tyranny. Thomas Jefferson
