[Outlook] Rules in Outlook 2010

I created the very simple rule shown above in Outlook 2010. I expected it to look at any incoming mail and put the mail marked appropriately into the Spam folder. It doesn't! It will move the messages there if I select rules and tell it to run when I'm in Outlook but it won't do it automatically when messages arrive. This really doesn't help me any. How can I make it automatically look at an incoming message and send the ones marked as [!! SPAM] to the appropriate folder? -- Written using Dragon NaturallySpeaking
