[WIN10] Feedback for Windows 10 Preview

I have gotten several popups today in the lower right corner and they fade out so quickly that I don't have time to read them! They popup after I do something that is new/different in Windows 10 and I they are asking for feedback on what I just did. Since they fade off way too fast, I thought I would tell Microsoft this so maybe there could be a way to make them stay visible longer if the tester wanted that. So, I clicked on Windows Feedback on the Start Menu. I got told that to give feedback I MUST set up a Microsoft account and stop using my local account! So, I tried clicking on "sign into each app separately" at the bottom ("not recommended"). That got me another window saying I have to set up a Microsoft account for this computer to give feedback. I clicked "cancel" and got a window saying I have to be registered for Windows Insider Feedback Program first. This is puzzling because I didn't download the Enterprise version and it appeared to me that you needed to join the Insider Feedback Program only if you downloaded the Enterprise version. Secondly, I gave feedback once already without having to set up a Microsoft account for this computer. So, if you click on the popups that are asking for feedback that is different from going to Start/Feedback? -- When governments fear people, there is liberty.
