Ten month old system was running slow with degraded performance.
Task manager performance tab showed that the CPU speed was constantly running at only 0.76 GHz and not being boosted up when system put under load even though the "Balanced (recommended)" power option was set.
Looking in the "Change advanced power settings" of the Balanced profile revealed that the "Processor power management" "Maximum processor state" was set to 0%.
Restoring the plan defaults set it to 100% and restored system performance.
What I'm really wondering is how this got changed to 0%. Any ideas?
