Office 2007 - Activation By Phone

Last week I transplanted my old hard drive to a new rig. Windows 7 activation with the new hardware was no problem. MS Office 2007 is being stubborn and will not activate online. My copy of MS Office should allow two (2) installs. When I select the "Activate By Phone" option nothing happens. I do not use Office too much, and simply use the Office Picture Manager Tool to crop and edit photos. If this does not work I can switch to GIMP or some other tool.
