[WIN7] Mouse scroll on Win 7 64 bit Lenovo Laptop does not always work

I have a Lenovo Laptop running Win 7 Home Premium 64 bit, where the mouse pad on the right side has a type of scroll function. I just updated my Ethernet Controller driver to a new driver (see towards the end of this thread http://www.dslreports.com/forum/r29926891-Other-Problem-with-the-speed-of-my-PC-with-my-wired-connection), for the old driver was not working correctly. Since then, the only time that the mouse icon shows up in the sys tray, and the scroll function works, is if I go into Control Panel and click on the Mouse option. Then, the mouse icon shows up in the sys tray and it scrolls. I use a program called Weather Watcher Live, and the only way that I can see the weather for later that day is with the scroll function on the mouse pad (the up and down keys do not work with it and there is no scroll bar). I wouldn't want to have to open the Mouse option in Control Panel every time that I start up my computer. MSCONFIG is set to Normal startup. Any ideas? Thanks. :) -- I occasionally hung out with the boys at 5150 back in the day.
