Desktop.ini

I have a small question to ask of you here. desktop.ini files. Now, I know what they are for but I've found they are being created by resources other than shell32.dll and imageres.dll on desktops at least. 1. The one today is listed as follows (SOHO system) [LocalizedFileNames]Intel(R) HD Graphics Control Panel.lnk=@C:\PROGRA~2\Intel\INTEL(~1\UNINST~1\Setup.exe,-1169 2. Another was listed as Spider Solitaire. This computer was on a domain ans on deleting the file, found a slowness in the networking functions I am gathering because it was referencing the domain user's desktop.ini from the network. Once a new local file was created everything started became functional again. [Very poor network speeds of 21 - 30kb/s are logged, slower than that of dialup.] I'm sure this is only something recent as I've not seen this prior to the last few months from memory. Can any offer assistance and a possible lesson on why this behavior is happening to curb my curiosity?
