Using the old familiar registry tweak and logout/login works. But upon subsequent logout/login the transparent overlay is black instead of transparent and shortcuts looks like this.

Can't seem to figure it out and could use your help.
Created a totally transparent icon from scratch and placed it on the desktop and it too was black instead of transparent. However, if just one pixel is not transparent then the icon is displayed as transparent. Except for the one non transparent pixel of course.
Why is this? What is going on to do this?
