According to Paul Thurrott, Microsoft has said there is no RTM for Windows 10. As he says in his article it is in a manner of speaking semantics. Seems to me that whether Microsoft wants to admit it or not, something has to be sent to manufacturers at some point, so that has to be an RTM, whether they like it or not.
