[WIN10] Display Not Filling Screen After Windows 10 Upgrade

Desktop Monitor: HP w2338h (23" Full HD Wide screen LCD) Display adapter Ver. 8.970.100.9001, dated 1/13/15. Operating System: Microsoft Windows 10 (64-bit) Graphics card: ATI Radeon HD 4350- connected via HDMI. After performing Windows 10 upgrade the display on the monitor has a one inch vacant area around the entire display. The resolution is set correctly to 1920 x 1080. There is no way of extending it through the display settings in the PC or the menu in the monitor. I now have a 21" monitor instead of a 23" monitor. The upgrade was made from Windows 7. I checked with HP and there is no Windows 10 driver available for this monitor even though Microsoft qualified all software and hardware compatible for the upgrade. HP was very vague as to whether Windows 10 drivers would be released. The PC and monitor is over five years old and was originally Windows Vista and upgraded to Windows 7 and to the present Windows 10 without any other problem. I would appreciate any help. Can this be corrected somehow or is it time to buy a new monitor with the latest drivers?
