Click on Action Center (the little square icon in the notification area) > All settings > Update & security > Backup > Go to Backup and Restore (Windows 7) > File History > Recovery > Create a recovery drive.
Depending on your objective, leave checked, or uncheck, "Back up system files to the recovery drive." Click Next and follow on-screen prompts.
You can boot to this USB thumb drive (BIOS setting may be needed) when you are unable to boot Windows 10, and you want to install your system backup image, or you want to perform some other repair or maintenance functions.

During the above indicated procedure for creating a bootable USB thumb drive, there also can be found an option to create a bootable CD/DVD recovery disc, if you prefer such an option.
I made this bootable USB recovery drive in Windows 10 and tested it. My computer booted to the USB drive, after I set the BIOS to boot to the drive. Don't forget to set the BIOS back to your regular boot drive after using the USB drive.
