I using Windows 8.1.1. I downloaded the Media Creation Tool for 64 bit Windows 10 and ran it successfully to download and install Windows 10 on one 64 bit computer running Win8.1.
I then downloaded the Media Creation Tool for 32 bit Windows 10 to upgrade a 32 bit system. I'm downloading the tool using Win8.1.1, 64 bit computer. I only want to create an update DVD so that I can upgrade a 32 bit system. When I ran this 32 bit tool on the Win8.1.1 64 bit computer as admin., I got the following error message:
"Setup couldn't start properly. Please reboot your PC and try running Windows 10 Setup again."
I Googled the error message and found no help on what to do about it. The tool can be downloaded from here:

I have no idea why I'm getting the above error message. It worked perfectly when I upgraded a 64 bit system. Does anyone have an idea of what I should do now?
