[WIN8] UAC Group Policy Question

I'm trying to fix a group policy issue for the UAC settings on our staff computers. When we were using Win 7, we used group policy to turn UAC completely off which was easy to do in group policy. We didn't want prompts coming up when staff wanted to do something. Switching to Win 8.1, we found out we need UAC up one notch at least for the live tiles to work. Live tiles won't work with UAC off. So we turned UAC on in group policy. Problem is when we turn it on, it automatically goes to the top level (lvl 4 on the slider). If you go into control panel into UAC settings you will see there are four spots on the slider you can set UAC to. The top slider position is the most secure where you need password prompts for everything. We want it one notch above off. So the second slider position from the bottom. My group policy settings are confusing and I'm not sure what to change to make it at that slider position. Right now it's on the top slider position so staff are getting password prompts for everything which is bad... especially when the CEO gets them and calls us to why it's happening. Attached is a pic of our current settings. Which ones do I change to make the slider bar second one up from the bottom?
