We're having internet speed problems on a Win7 pro 64B desktop. We were told that the problem is pc related. It's connected to a Cisco dpc3010 modem via a cat5e ethernet cable.
When I noticed the behavior had changed with this pc I also noticed that the firmware for the modem had been updated (about 3 weeks ago), but as it seems it hasn't affected any other device I considered it coincidental.
The issue is that the download speed has been cut by almost 50% exactly.
To troubleshoot I disconnected it and tested the connection using two other pc's: a Dell (running Vista home premium SP2) and an Asus (running Win8.1) both of these pulled the full bandwidth (60 mbps on the Cox preferred tier). Reconnect Win7 pc - 30mbps.
I've tested at speedofme and also by downloading a large file from an MS Akamai server.
Other steps we've taken include:
Rebooted modem
Replaced G-Bit NIC and tried various configurations under the
advanced tab (speed & duplex eg)
Scans with MSE, ESet and Malwarebytes
Changed cat5e cable several times
Ran pc in safe mode and clean boot
Disabled firewall/antivirus programs
Changing DNS servers (previous/current servers: 8.8.8.8 and 8.8.4.4)
Verified Win7 is currently updated
Different browsers Chrome, FF and IE
