Friend with Vista Upgrade issue

I know nothing about Vista (thank heavens :)) but want to help a family member who is having a problem, and figured the gurus here might be able to help. He had a fully updated Vista (I think SP3?) when his hard drive failed. After installing a new HD, he installed Vista from his OEM disk with no issue. But when he went to update to SP1, it failed. And it fails weirdly: it says "succeeded" but it isn't installed. He tried multiple times, tried turning off Avast, tried downloading the whole SP1 from MS instead of doing it through WU, etc. but same results---it says it succeeded but the update isn't installed. So he can't update his video drivers, etc. because they all require SP1 at least, and WU keeps nagging him to install SP1 but won't do it. I've suggested he just buy 8.1 upgrade and try that, but we are concerned that whatever is preventing Vista SP1 from installing with prevent 8.1 from installing, though the Upgrade Advisor says he's good to go. And if instead he buys the full version and does a full wipe and install, that still leaves the possibility that whatever is preventing SP1 will mess this up. Any suggestions (beyond a new computer, which he says he is loathe to spring for now)?
