Why sometimes USB devices not work in some ports?

I have a computer with Windows 7 Home. Sometimes, I plug in a USB drive, and see this: "One of the USB devices attached to this computer has malfunctioned, and Windows does not recognize it." I run out of USB ports, so I switch some of them devices around. Now, all devices work properly. Why some ports not work with some devices, but work with other ones?
