[WIN10] Restart normal; shutdown very slow

Since the last cumulative update to Windows 10 10586.104 on 2/09/16 my restarting time is now normal (10-15 seconds) but my shutdown (complete power down) time is still very slow (possibly 45 seconds). I notice that the video goes out in an early phase of the shutdown but it then takes forever to finish where in restart the restarting twirler stays there until the system actually restarts. This is a very good improvement over before when both were very slow. I'm running Pro x64 10 and it was an upgrade from Win 7 that has otherwise gone pretty well. I have very little in my startup. This seems strange to me that one thing seems fixed and a very similar function is not.
