System is a Toshiba Satellite C655D laptop, running Win7 64 bit, bios updated via Toshiba's own updater from version 1.4 to 1.6, there is a version 1.8 but I thought it would be best to step up through the versions instead of jumping a version.
I followed all instructions given for the bios update to be applied properly.
System seemed to start and login normally after the 1.6 install up until I went to start the program that gets the updates from Toshiba and at that point the system hung for 30 mins straight so I force shutdown since it didn't seem like the HDD was thrashing at all.
Since the force shutdown the system now hangs on the welcome screen after the login password is entered, it's been sitting like this for 40 mins now.
