[Excel 2010] COUNTIFS compare column "A" and column "B"

I thought I had this already answered but I cannot find anywhere in my recent threads this question. I want to calculate how many times the word "CE&P" shows up in column "A" only if column "B" shows the word "Pending". I've been messing with the COUNTIFS formula but what I think should be working throws an error of "#VALUE!" This value is being displayed on a different worksheet within the same workbook.
