I've been working on a co-worker's laptop running Win 7 x64 and noticed that it had tried and failed to install SP1 for over 6 months now, got the 800B0100 error. Tried all the suggestions I found on the web. No success.
Then I happened upon a post suggesting a couple steps to try that worked for him. I modified a couple of them.
1- Boot into Safe Mode (I used w/networking)
2- Move C:\Windows\SoftwareDistribution to C:\Windows\SoftwareDistribution.backup (I used Rename as Move command wasn't there when I right clicked the folder. He may have meant Rename anyway)
3- Force Windows Update (I ran a DVD I had downloaded and burnt SP1 to) The poster never specified but I ran it while in Safe Mode.
SP1 installed fine, am now running all the new Windows Updates available now that it is installed.
Laptop is an HP dv6, originally came with Vista, co-worker upgraded to 7 Pro x64 2 years ago.
