CMD prompt not starting in the right place in admin mode

I created a shortcut to cmd in C:\Program Files\smartmontools\bin and set it to start in the same directory. When I click "Open" -- it opens up correctly in the above directory. When I click "Run as administrator" it opens up in C:\Windows\system32 :uhh: Any idea on why is this happening? OS is Win 8.1. TIA -- .sig
