DHCP Scope Issues

I'm running server 2008 R2 in a domain environment, and I have set up DHCP Scopes on this server before with no issues, but this has me stumped... I'm installing a set of IP-based security cameras to a new VLAN with its own DHCP Scope. Existing cameras on a different VLAN work fine. The cameras on the new VLAN get assigned the proper scope address, but the scope doesn't record the lease assignment under "address leases". Because of this the next camera I plug in gets assigned the same address. For testing purposes I've plugged the cameras into a Cisco 1548U which itself is connected to a network switch. If I plug the cameras directly into a network switch, it issues and records the leases as normal. I've never seen this happen before with anything plugged into a Cisco 1548U.
