This poll is about the UI (User Interface) of the OS, not the OS itself. For example, 98SE had more bugs than a Texas mudhole, crashing left and right all the time, but I think the UI was pretty decent. On the other hand, under the hood Win8 is solid and stable, but its UI is "very controversial", to say the least.
