Turns out that the current Windows 10 build does not work with the Intel Pentium G3258 (the Anniversary edition chip) due to a microcode update Intel pushed out to Microsoft.
Both upgrades or clean installs won't work unless you go in the BIOS and turn off one core (turning it into a single-core). Windows update kb3064209 may also cause issues on Windows 7 and 8 with the G3258 as well.
If you have an ASRock H97M Pro4 or H81M-HDS they have a BIOS update as a workaround but the links don't seem to be working right now
This is very much not good.
