flash player working in ff but not ie 9

Flash player stopped working in ie 9 but it works in FF. I've tried reinstalling flash but it still doesn't work. I see a blank box. When I left click on it, it shows the flash player options. I try to click on Settings but it won't open. I checked that Active X filtering is off and that flash player is enabled in ie. thanks for any help
