[WIN7] Slow for no reason

My work laptop has been driving me a little crazy of late. It's a dual core i7-2620M with 8 GB of ram, Win7 x64. It has been running slow for no reason I can tell. It gets into moods where every click becomes agonizing. Menus can take 5-10 seconds to appear. Apps take forever to launch and shut down. I have to click and let go of the mouse or else I'll mess up whatever eventually responds to my input. It takes about 15 minutes after a reboot to become usable and another 5 minutes or so to settle down. CPU processes from all users don't seem taxed. It can be 0-10% CPU when it occurs. When the CPU does get cranking it seems fast. Disk use can be almost idle. The disk is about 50% full and diagnostics show no problems. Network bandwidth is fine. It's on gigabit and transfers seem to be okay. There are no viruses/malware. I've even gone through msconfig and removed most of the non Microsoft services and startups. BIOS has been updated. Any bench marking utilities seem spot on but the laptop is a dog. I doubt anyone will have any ideas but I figure it can't hurt to ask. Usually if I get to the point where I'm asking for ideas nobody else seems to know either :).
