[WIN7] Emptying the recycle bin not really emptying the recycle

I just had 2 external HDs plugged in via USB at the same time that I use for back up. I make sure that both have exactly the same stuff on them so they are redundant and I store them in different places. So I am comparing them and the number of files and folders is different, even though I am meticulous about them having the same exact files and structure. After going through folder by folder I was stumped as to why one had a few more folders and files than the other. I always make sure I empty both (all) recycle bins before starting this process. When checking one of the drives recycle bins properties I saw that it had 27 files in 5 folders. But the bin showed empty! It also had the empty icon. I deleted the entire bin and of course Windows replaces it automagically. Then I checked it again and it showed 0 folders and 0 files. Is this normal? I thought that emptying the recycle bin emptied the recycle bin and that, when done, would mean that there is nothing in there. Don't get me wrong. I know that the files are not erased, but I'm not talking about that. I'm talking about the fact that Windows shows it to be empty but yet when you check the properties of it it shows stuff in there.
