[WIN7] Installed more RAM - only half available...?

I've got a Dell Zino HD with two 1GB SODIMM's in it. (total of 2GB). I just took those out, and install two 2GB chips, for a total of 4GB. I go into Windows, and look at the properties of "computer". It says, "Installed RAM: 4.00 GB (Available = 2.00) Also, in Task Manager, looking at processes & memory & stuff -- Windows only sees 2GB. BIOS sees 4GB just fine... Is this a function of the video driver taking away system RAM for its own use? The Zino HD has an integrated HD 3200 chipset, and it has an AMD processor, so the video is not on the CPU. Is there any way I can give more RAM to Windows, out of the 4GB I have installed?
