[WIN8] Windows 8.1 Enterprise Eval Test run

Been running this 90-day Win 8.1 Enterprise edition eval from MS now under VirtualBox. So far so good. There is alot to learn though but Im getting the hang of it. Its much more snappier than Win7. Programs runs much faster. However, dont understand something here. I installed this mapping tool and the first time I attempted to run it, if failed on me. The second time, I had to do the Run As Admin thing and the program runs fine now. Why is it that my account is only under the Admin account stills requires me to do the Run As Admin the first time running this application? Also this tends to happen on Win7 too. I just dont get it.... Please explain this. My local account is under the ADMIN Group. My other question is this regarding MS NET Framework. This mapping tool (military) so I cannot disclose what tool/program this is, but is does require NET Framework 3.5 or above. So during the installation, Windows 8 asked me that this app requires the following service NET Framework to run. So I chose to Skip and run the installation and the installation went fine. The installation directory of the mapping software, had the NET Framework 3.5 setup file. So maybe thats why the installation went OK. So, does Windows 8 include the NET Framework 3.5 feature built-in already or does this mean that the installation file just recognized the NET Framework 3.5 setup file inside of this mapping software directory?
